本研究では、ローカルガバナンスによる市民セクターとの協力効果の実証分析を目的とした。そのため、日韓地方政府の公共サービス供給における理論的基礎をローカルガバナンスの分析フレームワークから考察し、日韓両国で試行されている公共サービスの類型と特徴を調べ、公共サービスの提供における市民セクターとの協力に成功している地方政府の生産性を、他の地方政府と計量的に分析した。具体的には、公立病院、ごみ収集、及び公安維持を事例に取り上げつつ、「公共サービス供給機関の集権性の拡大が、供給レヴェルの向上を促す」という仮説を設定し、環境要因、市民参加、中核技術、組織構造、及び時間変数を説明変数と見なし、入念な計量手法によって、当該仮説を検定したその結果、結論として、(1)公立病院の非効率は、回帰分析によって導出される推定値よりも、遥に大きい。(2)入力要因としては、原料経費総括経費、管理経費、減価償却費、及び交渉経費が挙げられるが、総括経費と減価償却費は、総経費の拡大には余り関係がない。(3)非効率を生む要因は、組織構造と時間変数であり、非営利組織による病院の方が、公立病院よりも効率性が高い。以上の3点を導出した。この間、招聘研究者は、3冊の書籍を共編し、5本の単著論文を仕上げている。また、当方受入研究者と共同の研究会も数回開催し、大きな研究成果を挙げたと明言できるだろう。加えて、招聘研究者自身も、本研究成果に満足して帰国したと思われる。これらの意味で、本研究プロジェクトは、成功を収めたと言えるだろう。

The purpose of this study is to analyze the effects of cooperation among citizens and to analyze the effects of cooperation among citizens. The theoretical basis of public service supply in Japan and South Korea is analyzed. The characteristics of public service types are adjusted. The cooperation of public service supply in Japan and South Korea is successful. The productivity of local government is analyzed. Specific examples include: public hospitals, public housing, and public security maintenance. The above examples include: "The concentration of public housing and public housing, and the upward promotion of public housing and public housing." The following are the main reasons for setting, environmental factors, citizen participation, nuclear technology, organizational structure, and the number of changes in time. The number of observations, the measurement methods, and the results when the statements are set. Conclusion (1) Public hospital's non-efficiency rate, return analysis, derivation of estimated value, remote control, large number of cases. (2)The main reasons for the increase are the balance of raw material costs, management costs, reimbursement costs and transaction costs. (3)Non-profit organization, hospital, public hospital The above three points are derived. During this period, researchers were recruited, 3 books were co-edited, and 5 single papers were published. The researchers and the joint research meeting of the local government have repeatedly urged the development of the research results. Add to this list, recruit researchers themselves, and consider the results of this study. The meaning of this study is that it is successful.
