本文分析了中国粮食供需调节制度存在的问题及其效果。一是实行直接补贴和价格支持制度，促进包括主产区在内的全国粮食增产。其次，从河南省硬麦产区的案例分析来看，最低准入进口制度和官方价格小麦收购制度对硬麦产区的发展没有发挥足够的作用。第三，浙江省水稻种植面积增加，兼职农民增多，在“领导干部分责制”下，形成了地方政府补贴水稻生产的支持体系
