The Mendoza Review 2017 identified issues facing the heritage sector within the changing political andcultural environment in England. The review identified the importance of heritage sites and what theyoffer to communities for placemaking and economic regeneration, and for delivering cultural educationto schoolchildren. A 13% decrease in funding over 10 years impacted local authorities, meaningmuseums/heritage sites closed or struggled to sustain themselves.1 Further to this, the MuseumsAssociation's 2018 report identified challenges in four key trend areas: audiences and visitors, funding,public-facing activities and workforce.2 These reports highlighted a crisis facing the sector if these issueswere not addressed.
