Lusztig proposed 15 conjectures for any weighted Coxeter groups.. In the present paper, we describe explicitly the cells, the distinguished involutions and the function $\bold{a}$ for the weighted universal Coxeter groups (W,S,L). Then we verify those conjectures in the case of (W,S,L).
