The first published studies on overeducation in the United Kingdom were Groot (1996) and Sloane, Battu and Seaman (1996). While the former adopted the empirical method in the absence of an overeducation question in the British Household Panel Survey (BHPS) the latter used the 1986 Social and Economic Life Initiative (SCELI) data set, which contained an explicit question on the phenomenon. They found that 31 per cent of the sample in employment were overeducated and 17 per cent undereducated. Similar estimates have been found in other countries including the United States, Sweden and Portugal and somewhat smaller figures in other countries; it is clear that overeducation is a pervasive phenomenon. It is also generally the case that the overeducated outnumber the undereducated, with implications for how the phenomenon should be measured in the absence of an explicit question in a particular data set. It should be noted that standard surveys such as the British Labour Force Survey (LFS) and the BHPS do not have appropriate questions, so that reliance has to be placed there on the spread of educational qualifications in particular occupations, as in the paper by Groot (1996). This also makes estimates of the trend in overeducation over time more problematical, but Felstead, Gallie, Green and Zhou (2007) estimated that the overeducated rose from 30 per cent in 1986 to 40 per cent in 2006, while the undereducated fell from 18 per cent to 14 per cent. The extent of overeducation tended in fact to be higher at lower levels of qualifications, with degree level overeducation rising from 20 per cent in 1986 to 30 per cent in 2006.
