项目摘要

当該研究は、紀伊半島の木材生産からみた地域構造を読み解き、①日常時の木材生産圏域と②非日常時の木造仮設住宅供給圏域の2つを明らかにすることによって③日常と非日常を重ねた木材生産の圏域化計画を行うことが目的である。①昨年度までの調査対象エリアである和歌山県田辺では江戸から続く老舗事業者が地域の木材生産をリードしていたのに対し、奈良県十津川村では行政と組合を中心に「林業の6次産業化」を推進し、木材生産を活発化させていた。さらに、三重県松阪市の事業者を対象にヒアリングや資料調査を行い、木材生産構造の把握を行った。松阪市では、櫛田川流域を中心に川上の林業と川下の製材業が密接に結びつく地域であり、それらを原木・製品市場がつなげている実態を明らかにした。②国や地方自治体が公開している被災予測や各地の木材生産量から、供給可能量の把握に努めた。③三地域の木材生産構造の中心を担う主体を把握し、被災時の稼働可能性と他地域への木造仮設住宅の供給可能性の考察を行った。和歌山県田辺では民間事業者、奈良県十津川村では行政・組合、三重県松阪市では原木・製品市場が木材生産構造の中心を担う主体であることを明らかにした。和歌山県田辺では中心となる民間事業者が被災するため近隣事業者と連携した木造仮設住宅供給手法が求められる。奈良県十津川村では南海トラフ地震での被災想定戸数に対する木材生産量が上回っている。文化的につながりのある熊野川下流の自治体への木造仮設住宅の供給が期待され、現在は分断されている木材生産ネットワークを日常時から構築する方法を模索する必要がある。三重県松阪市では多くの木材業者が被災エリア外に位置し、被災時にも多くの木材を供給することが期待される。一方、日常時の近隣地域への製品販売の既存ネットワークが少なく、非日常時には全壊家屋が多いため、木材生産量の少ない近隣地域への供給には限界がある。
