本年度は、バイデン政権下の連邦政府による国境管理政策、移民政策の推移と主要な聖域都市の移民行政の展開の実態について研究調査を行った。バイデン政権は、メキシコ国境の壁の建設中止や、難民認定申請中の不法越境者をメキシコに移送して待機させる制度の廃止など、トランプ時代の厳格な国境管理政策を緩和する動きを見せ、連邦議会下院は、幼少時に親に連れられて不法入国した若者や農業労働者の不法移民に条件付きで永住権を与える二法案を可決したが、コロナ関連規制の終息とそれに伴う景気回復や雇用の増加などもあり、アメリカ南西部国境に越境希望者が殺到する事態を招いたため、バイデン政権は当初は廃止する予定だった、トランプ時代にコロナ対策を名目に導入された「タイトル４２」と呼ばれる不法移民の即時送還措置を継続してきた。また2022年末から2023年にかけて即時送還の対象を、ベネズエラ、ニカラグア、キューバ、ハイチ出身者と次々と拡大してきた。バイデン政権はトランプ時代に開始された聖域都市を相手取った複数の訴訟を取り下げ、聖域都市の勝訴を確定させたが、トランプ時代に導入された国境管理政策の大部分を事実上、継続している実態が明らかになった。こうした研究成果は、まず2022年6月3日に神戸大学国際文化学研究推進インスティチュートにおいて、「米国の聖域都市における移民・難民ガバナンス」と題する研究報告を行ったほか、イタリア・ナポリ東洋大学で2022年9月13日に"The Impact of Partisan Politics on Immigration Policies: The Case of the United States"として研究報告を行い、また2023年3月4日には立命館大学国際地域研究所において、「政治学における都市政治研究の可能性ーアメリカ聖域都市研究を例として」と題する研究報告を行った。
