近年のアメリカでは、不法移民の排除を行わないという、いわゆる聖域都市政策が注目を集め、その治安への影響が議論の的になっていた。聖域都市政策が治安を悪化させる可能性についてはおおむね否定されているものの、治安を改善させる可能性についての分析は不十分である。本研究は、アメリカの主要都市のデータを用いて、聖域都市政策の治安改善効果は都市内部で均一か否かを分析し、治安改善効果の有無とその原因を探求するものである。本年度は、学会報告とデータ分析を中心に行った。学会報告(Western Economic Association)時には、ニューヨークのデータを分析した結果から、都市内部で特に移民の多いエリアにおいて政策の影響が大きいという基本的な知見の発表を行った。学会でのフィードバックは有意義なものが多く、結果の頑健性やその後の研究方針を定めるうえで非常に参考になった。しかしながら問題点として、特定の地域のみの結果ではサンプルが少なく、政策効果を生み出す原因や犯罪以外の変数への影響についての十分な分析ができない点を指摘された。この点については多くの都市のデータを用いることで解消する予定であるが、犯罪以外のデータを収集し、地域ごとのデータとして集計する必要があり、その過程で時間を要している。今後は多くの都市のデータを用いた分析をすすめ、地域差を生み出している要因について深く掘り下げていく予定である。
