日本の出入国在留管理制度の歴史的変遷を英国の事例と比較分析する本研究において、二年目にあたる2022年度は、以下のような発展・実績を得た。1．日本前年度（2021年度）の調査研究蓄積を基に、過去70年間での日本の退去強制、収容、難民・庇護希望者審査の諸制度の改変を実証的かつ理論的に分析した。関連する国内外の文献を網羅し、また、関係者や専門家へのヒアリング調査を実施した上で、「新制度論」特に「経路依存論（path dependence）」の理論から、日本の入管制度に変更を及ぼした政治的要因を限定し、変化のダイナミクス作用を概念化した。その上で、日本のケースは「過去の歴史が制約となって変化を妨げている」とする経路依存論とは相容れないダイナミックな変化を遂げていることを指摘・実証したことで、学術的貢献を果たした。研究成果は論文（英文）および学会発表の形で公表した。2．英国本研究において日本と比較する英国の移民収容・送還制度の歴史的変遷に関する先行研究を網羅、専門家ヒアリングを実施、情報・データを整理し、日本との類似と相違を明らかにした。今回は特に、英国の移民収容の法的・行政的仕組み―日本弁護士連合会など入管制度改革派が規範とする―の歴史的発展と現状を、文献調査と専門家ヒアリングを通じて分析した。次に、リベラルな制度発展の重要な節目（critical junctures）でどのような影響要因や行為者（そしてその意図と利益）が作用したかを概ね確認した。一方で、当初の想定（「英国の収容施設は人権的」との日本での評価）からは相当に異なる収容制度の実態や問題点も詳らかとなった。この事実が示唆するところは、収容制度を単体として理解するだけでなく、国の退去強制・移民管理の大枠で分析評価することが肝要であるということであり、今後の研究の課題と位置付ける。

A comparative analysis of the history of Japan's immigration and emigration management system in the United Kingdom 1.
