项目摘要

当初の研究計画通り1969-1974年の中国の対日外交政策を重点的に研究した。中国の対日情勢認識、情報収集ルート、米ソデタントとの関連性に注目しながら日中国交正常化における中国側の政策決定の論理に迫った。現時点での到達点は下記の通りであるが、今後引き続き一次資料に基づき検証を行う予定である。（1）一般的に考えられているほど中国が早い段階で田中角栄の首相就任を確信し、それにかけたとは言えないことが判明した。実際、複数の部署から日本の政局に対して異なる情勢判断をしており、中国は最後まで自民党総裁選挙の帰趨について確信を持てなかった。（２）日本の政局に対する情勢判断は複数のルートからの情報収集に基づいて行われた。かつての汪兆銘政権の関係者が関わった香港ルート、訪中した親中派自民党議員や野党議員、廖承志事務所駐東京連絡処ルートなどである。こうした複数のルートによる錯綜した情報が中国側の情勢判断に影響を及ぼしたとみられる。（３）中国が高い熱意を持って対日国交正常化を推進した背景には米ソ首脳会談の影響もあったとみられる。中国は表面上は冷静を装ったが、米ソ首脳会議に象徴されるデタントの進展に焦りを感じていた。中国は日中国交正常化の実現により米ソ二極体制を揺さぶる効果を期待したと思われるが、この点については今後のさらなる検証が必要となる。
