本研究は、外務省外交史料館所蔵の外交記録ほか国内外の未刊行の一次史料の分析を通じ、国際連合安全保障理事会を中心に、日本が非常任理事国として展開した多国間外交（以下、非常任理事国外交と略）を歴史的観点から再検討するものである。本年度は外交史料館にて数回にわたって資料調査を実施し、新たに公開された外交記録を大量に撮影することができた。その多くが日本が活発な非常任理事国外交を展開しつつも研究上は空白であった1980年代後半の記録（カンボジア問題、イラン・イラク問題、アフガニスタン問題等）であるため、その成果は、今後の研究の進捗に極めて重要な意義を持つ。また、以上の外交史料館史料および情報公開開示資料を用いて1990年代初頭のカンボジア和平をめぐる安保理における日本外交に関する論稿を準備した。この非常任理事国外交はアジア外交と日米関係が複雑に交差すると同時に、戦後復興のためのODAや国連平和維持活動参加問題という新たな問題にも直面した興味深い事例である。今回、外務省外交文書をカンボジアPKO国連事務総長特別代表の日記や関係国の外交官の回顧録と重ね合わせて読み込むことで、P5中心に意思決定が行われていく冷戦後安保理での多国間外交の実相も浮かび上がってきた。また、そこでP5審議への参加を繰り返し求めては拒否されていた日本が、ついにP3（米英仏）間の対立の間隙を縫うようにして安保理決議の起草を担っていたことも明らかとなった。その反面、P3との協議に参画できない他の非常任理事国から日本に対する不満が表明されていたことなども確認できた。
