项目摘要

本研究では、わが国電気事業の自由化プロセス全体のパフォーマンスの評価を目的として、1994年度から最近時点までの9電気事業者（旧一般電気事業者）のデータによる生産性分析とその要因分解分析を行う。2022年度はデータの整備と要因分解分析の方法論の理論的側面について研究した。データについては2016年度以降の期間についてデータベースを構築するとともに、前年度までに完成している2016年度までのデータベースとの接続について種々検討した。電気事業は2020年度の発送電分離を前に事業者の再編が行われ、その前後でデータが接続しない。そこでいくつかの仮定を置いて接続系列を作成した。要因分解分析についてはHicks-Moorsteen-Bjurek生産性指数を要因分解する方法について、以前に研究代表者と分担者が提案した方法（Nemoto and Goto, J Jpn Int Econ 19, 617-634. 2005.）を理論的に強化した。その結果、他の方法に比べいくつかの点で優れた性質を有する要因分解分析法を得た。この方法は大域的に規模の経済性が存在する場合に適用可能という点で既存のMalmquist生産性指数の要因分解法に優れ、データ包絡分析によって推定された微分可能でない生産フロンティアに対しても規模弾力性の近似値を計測できるという点で、他のHicks-Moorsteen-Bjurek生産性指数の要因分解分析に優れる。次年度はこの方法で分析を行い、電気事業自由化のパフォーマンス評価を行う予定である。
