本研究の目的は、鉄道事業における制度改革とパフォーマンスに関して、理論的・実証的に分析することである。具体的に分析する側面は、(i)投資行動、(ii)イノベーション、需要と価格、(iii)望ましい上下分離タイプ、の３つである。すなわち、第一は、鉄道事業においてこれまで実施されてきた制度改革がその産業自体の投資行動にどのような影響を与えたのか、第二は、鉄道事業における制度改革や環境変化がイノベーションや鉄道需要・価格に与えた影響、さらには価格設定に影響する要因分析、第三は、組織構造として、望ましい上下分離形態はどのようなものかを、検討するものである。本年度は、鉄道事業における上下組織構造タイプとパフォーマンスの関係の分析と投資行動モデルの初期分析を主に行った。パフォーマンス指標としては、サービス水準（ロードファクターなどの需要や事故率など）や投資額などを、そして、上下構造の種類としては、（i）完全分離型、（ii）持株会社型、（iii）キーパワー分離型（iv）完全一体型、の４つである。費用に関しては、列車密度が小さい場合には上下分離型が、一方、列車密度が大きい場合には上下一体型の方が望ましいということがわかっているが、需要に関しては上下分離はプラスの効果を示している傾向がみられることがわかった。しかしながら、投資行動に関しては、上下構造の違いとの明確な関係が読み取れなかった。また、投資行動モデルに関しての初期分析では、規制に関しては明確な投資の決定要因とはなっていないように思われる。それよりもGDPなどの経済状況や鉄道事業の競争状況の影響が大きいことがわかった。このような結果を論文としてまとめ、学会発表を行うことができた。

The purpose of this study is to analyze the relationship between the reform of the railway system and the theory and practice. Specific analysis includes: (i) investment actions;(ii) needs;(iii) expectations; and First, the impact of system reform on the investment of the railway industry itself; second, the impact of system reform on the railway industry environment; third, the impact of system reform on the railway needs; third, the impact of system setting; fourth, the impact of organizational structure; fourth, the impact of system reform on the railway industry environment; fourth, the impact of system reform on the railway needs; fourth, the impact of system reform on the railway industry environment I want to see the top and bottom of the table. This year, the analysis of the relationship between the upper and lower organizational structures of the railway industry and the initial analysis of investment actions were carried out. The investment amount, the type of upper and lower structure,(i) completely separated type,(ii) holding company type,(iii) completely separated type,(iv) completely integrated type, and (iv) completely separated type. The cost is related to the case where the train density is small, the case where the train density is large, and the case where the train density is large. The relationship between investment action and upper and lower structure is clear. The initial analysis of investment actions and regulations is to clarify the main reasons for investment decisions. The impact of GDP growth and competition on the railway industry is significant. The results of this paper are as follows:
