本研究では、途上国における民営化が先進国から途上国への環境技術移転に与える影響を理論的に分析する。これまでの研究は、環境技術を所与とした下で、民営化が環境的側面からも正当化される条件について分析しており、「国際環境技術移転が可能な場合に途上国における民営化が環境的な側面からも正当化される条件」に関してはあまり議論してこなかった。本研究の目的はこの点を明らかにすることであり、本研究により国際環境技術移転が可能な下での途上国における民営化の役割について理解できるようになる。今年度は、基本モデルの構築をおこない、途上国における民営化が先進国から途上国への環境技術移転に与える影響について、理論分析をおこなった。主な結果としては、移転される環境技術の質によって、民営化が途上国の社会厚生の観点から正当化されるケースと正当化されないケースが存在することが明らかになった。特に、移転される環境技術水準が高い（汚染削減効果が大きい）場合には、民営化は途上国の社会厚生を減少させる(国営の時と比べて)という結果となった。一方、移転される環境技術水準が低い(汚染削減効果が小さい)場合には、民営化が正当化される。今後は、基本モデルで得られた結果の直観的な解釈を明確にするとともに、基本モデルを拡張し(企業数の増加や企業数の増加に伴う契約形態の変化など)、今年度得られた結果がどのような影響を受けるかを明らかにしていく。

This study is a theoretical analysis of the impact of environmental technology migration on China's development. This paper discusses the research on environmental technology, the analysis of the conditions for environmental justification, and the discussion on "the conditions for environmental justification in the case of international environmental technology migration." The purpose of this study is to understand the possibility of international environmental technology migration and the way to China. This year, the basic technology construction, the transition to the country, the civil administration, the advanced country, the transition to the country, the environmental technology migration, and the impact of theoretical analysis. The main result is that the quality of environmental technology, urbanization and social welfare in the future will be justified. The environmental technology level of the special transportation is high (pollution reduction effect is high), and the social welfare of the country on the way is reduced (national management time is higher). On the one hand, the environmental technology level of migration is low (pollution reduction effect is small), and on the other hand, the civil administration is justified. In the future, the results of the basic model will be clearly defined, and the basic model will be expanded (the number of enterprises will increase, and the number of enterprises will change). The results of this year will be clearly affected.
