現地調査としては、2022年度からコンセッション方式による上工下水一体官民連携運営事業（みやぎ型管理運営方式）を実施している宮城県において、柴田町と仙台市内の市民団体に対してヒアリング調査を実施し、宮城県と仙台市には文書での質問を出して回答を得たこと、また、企業団による水道事業の広域化と官民出資会社の設立で官民連携を行っている群馬東部水道企業団に対してヒアリング調査を実施するとともに、企業団の南部山浄水場の視察を行った。宮城県は、PFIの一類型のコンセッション方式導入による水道事業で、民間ノウハウも十分に活用することで、20年間に経費が337億円削減されなど予算の節約・合理化や水質・サービスの維持などのメリットを指摘する。水道事業の民営化に疑義をもつ市民団体などの分析では、将来の水道料金値上げや水質・サービスの低下、災害対応・危機対応がおろそかになることや長期的に自治体の職員と技術が自治体から失われることへの危惧、情報公開が不十分などといった問題点が指摘され、宮城県と見解が異なる。宮城県では、特別目的会社（SPC）がOM会社を設立して実際の浄水場や下水処理場の維持管理を行っており、OM会社の経営やあり方も視野に入れた分析をする必要がある。群馬東部水道企業団では、企業団（出資51％）と民間企業グループ（出資49％）が官民出資会社の株式会社群馬東部水道サービス（GTSS）を設立し、両者からGTSSに職員派遣を行って業務委託等を行いながら、官民双方の技術や知識と職員を活かし、公正で効率的な業務運営をめざしている。合わせて群馬県企業局との事業統合で県から資産譲渡を受ける形で垂直統合を実現し広域化によって効率化を図っていることが指摘できる。委託契約期間は2017～2024年度であり、企業団では現在、事業評価や次回の新しい委託契約に向けたあり方を検討する必要がでてきている。
