2022年度は北海道東川町と旭川市、および島根県出雲市への調査を実施した。北海道は人口減少地域であり、高齢化と若年者不足から外国人労働力への依存を高めている。東川町は、町立の日本語学校を設立し、留学生を集めて町の活性化を図ってきた。留学生は、①町立で授業料が比較的安価であること、②東川町周辺の農家、近隣の旭川市でのアルバイト先が確保できること、の２つの要因で日本語学校を選択した。また東川町が財政的に援助をしている私立の日本語学校および福祉専門学校でも留学生を受け入れている。福祉専門学校は当初、日本人介護士養成のために設立されたが、学生数の充足率低下のため留学生受け入れに経営方針を転換した。北海道のような人口過疎地の外国人労働者雇用は、本州在住の日系人にみられるような、大規模受け入れ企業がなく、外国人コミュニティは未形成であった。また賃金の低さもあって外国人労働者の道内定着が難しい傾向にある。これは労働移動の権利を有する特定技能外国人に顕著にみられる特徴であり、外国人労働者の受け入れを永続的に継続しない限り、地域活性化に結び付かない難しさがあった。島根県出雲市はコロナ以前の2019年に調査した後の、再調査である。この間、2022年10月以降、大手電子部品メーカー日系人請負労働者の雇止めが行われ、出雲市のブラジル国籍者の人口は2022年3月の3,563人から2023年3月の3,035人とほぼ500人が減少した。出雲市の日系人の定住化は現時点で進行中であるものの、1年間での15％の人口が市外へ流出したという事実は、日系人の地域間移動は現時点でも少なくないことが判明した。出雲市では、ハローワークと協力して定住外国人向けの職業訓練と職業紹介フェアを実施し、日系人の雇用促進策を実施した。こうした自治体施策により外国人住民の定住化は他の地域より進展しているといえる。
