项目摘要

2021年度、自然災害及び感染症のBCP（事業継続計画）策定が義務化された。本研究は「社会福祉施設・事業所におけるBCP・BCM」策定の基礎となる理論的視座を示すことを目的として、2022年度は昨年度に引き続き、以下の3つの研究を進めた。①被災社会福祉施設・事業所の実態調査・・・新型コロナ禍のもとではあったが、過去の被災事例（東日本大震災、西日本豪雨災害等3事例）及び先駆的事例（サンシャイン会、愛和会、誠光会等10事例）の関係者に対するインタビュー調査（半構造化調査・セミ・ストラクチャード形式）を行い、BCP策定にあたっての具体的な構成要素、策定プロセス、関係機関・団体、地域との連携に関すること、役職員の関わり、訓練（シミュレーション）や研修等の取り組み等を明らかにした。②BCP策定に取り組む社会福祉施設・事業所の実態調査・・・群馬県、大阪府、岡山県、徳島県、長野県において社会福祉経営者協議会を通じて実態調査を実施し、（対象数計1037法人、有効回答数計227法人（回収率23.7％））分析することができた。2021（令和3）年10月1日時点において、BCPを策定済もしくは策定中と回答した割合は、64.1%（高齢者福祉分野：66.6%、障害福祉分野：60.0%）であった。③災害福祉、BCP・BCM関連文献・資料の収集・・・BCP及びBCM（事業継続マネジメント）に関連する先行研究の文献・資料を収集、2021年度についてはその中から2016年熊本地震に関連する文献・資料を29本抽出、キーセンテンスをカード化した上でカテゴリーの生成を行い、結果図およびストーリーラインを作成し、地震災害（津波無し）におけるBCP要素の概念化を試み、学会にて発表を行った。分析の結果、最も大きなカテゴリーとして「使命に基づく役割・支援」「組織運営・経営管理」「基盤(ライフライン)」の3つが生成された。
