本研究では4年間で、訪問看護事業所のBCP・BCMの要件を整理・策定し、訪問看護事業所のBCP・BCMの要件の妥当性を評価し、国際基準に基づく教育プログラムを開発及び評価・検証し、全国の事業所へ普及することを目的としている。当初の予定では、2年目となる2022年度は、災害時BCP・BCM評価の実施と教育プログラムの開発を目指すこととしていた。①訪問看護事業所の中でも教育的役割を担う事業所や自然災害の被災経験をもつ訪問看護事業所の管理者を対象として、訪問看護事業所における災害時BCP・BCMの要件枠組みを用いたインタビュー調査・分析、②全国の訪問看護事業所から無作為抽出した2000か所の事業所の管理者を対象とした無記名自記式質問紙調査で、訪問看護事業所における災害時BCP・BCMの要件の再整理と調査・分析、③国際基準に基づくシミュレーション教育プログラム案の作成の3つの視点で実施することが当初の計画であった。2024年3月31日までに全ての訪問看護事業所でBCP策定及びBCMの施行が義務付けられたことを受け、計画的な研究手順の途中から研究成果を用いたBCP策定のための研修や成果物の公開を求められ、随時対応していたため、研究計画は一部修正しながらの実施となった。①は正式なインタビュー調査ではなく、研修を複数回開催するなかで、アクションリサーチの手法で、訪問看護事業所の管理者とBCP策定やBCMに関わる研修についてブラッシュアップできた。②では厚生労働省の枠組みを用いて、変化のステージモデルをもとに、管理者の意識とBCP策定やBCMの実施に関して調査を年度末に実施した。③は、国際基準に基づくシミュレーション教育の適合性を検討し、より適切な手法を導いた。

This study aims to sort out and design the BCP/BCM requirements of visiting nursing homes, evaluate the adequacy of the BCP/BCM requirements of visiting nursing homes, develop and evaluate basic education programs based on international standards, and popularize the BCP/BCM requirements nationwide. In 2022, BCP, BCM evaluation and development of education in case of disasters were scheduled to be carried out. (1) Investigation and analysis of BCP/BCM requirements in case of disaster;(2) Investigation and analysis of anonymous self-recording questionnaire for managers of visiting nursing institutions nationwide;(3) Investigation and analysis of managers of visiting nursing institutions since 2000; 3. Review, survey and analysis of BCP, BCM requirements in case of disaster in visiting nursing institutions, 3. Creation of education plan based on international standards, 3. Implementation of original plan, etc. March 31, 2024-- (1) Formal investigation, training, multiple opening and closing, access to nursing center management, BCP planning and BCM related issues. (2) To implement the investigation at the end of the year on the basis of the awareness of the managers and the implementation of the BCP policy.
