项目摘要

全国の教育委員会に配属されている指導主事数は，全国に１万人以上とされるが，近年，指導主事の指導力の低下が多くの学校現場から指摘され，指導主事の専門性の質保証が新たな教育行政・学校経営の課題となっている．そこで，本研究の目的は、教育委員会指導主事（以下、指導主事）の職務及び研修に対する実態調査を通して、学校教育の発展に貢献する指導主事の資質能力論を分析し、究極的には、教師教育の質的向上に資する教育行政（指導主事）の在り方を検討することにある。本研究の目的を達成するために，次のように研究を進めている．(1) 全国で開発された「管理職・ミドルリーダーの育成指標」等を分析し，教育委員会指導主事が果たす役割，及びそれに対応する資質能力論を全国の都道府県教育委員会への調査等によって検証(Research)する．(2) その調査結果を基に指導主事の職務内容に応じて，指導主事を対象にした研修プログラムを開発(Plan)する．(3) 今日的課題の解決を踏まえた指導主事研修プログラムの実施(Do)，及び，その効果実証(Check)する，(4) より高次元の指導主事研修プログラムの質的改善（Action）を図るR-PDCAサイクルを構築する．2022年度は，(1) 指導主事に求められる職務内容と，指導主事の職務遂行上，特に必要な資質・能力について先行研究をもとに探り，指導主事として職務を遂行していく上での資質・能力について知見を得た，(2) 指導主事の資質・能力の向上を図る研修の現状について，研修の内容や東京都教職員研修センター発行の各種テキスト等から把握した，(3) 指導主事の資質・能力に関する現状と課題に関するアンケート調査を小学校長・中学校長・教育委員会指導主事を対象に質問紙法により調査を実施し，校長対象の結果については論文として公表した．
