令和４年度は、通級による指導の機能と役割に焦点を当てながら、高等学校において特別支援教育をどのように推進していけばよいか、計画的な施策展開の在り方について整理することを目的として、高等学校における特別支援教育の推進のための施策展開として、高等学校を指定している自治体の担当者や、学校の教員等への聴き取りや、複数人での協議会を行うことを予定していた。実際には、新型コロナウイルス感染症拡大防止の観点から、様々な制限が継続され、計画どおりに聴き取りや協議会を行うことが難しかったが、オンラインを活用して協議を行ったり、一時的に制限が解除された地域の学校を訪問するなどして、担当者等へや管理職への聴き取り等を行ったりした。上記の活動として、高等学校における特別支援教育の充実に向けて、学校全体の特別支援教育に関する取組の延長として通級による指導を導入した学校や、通級による指導の導入を契機として学校全体の特別支援教育に取組に繋がった学校、通級による指導が設置されていない学校で生徒指導や教育相談等として個別的な指導を行っている学校の担当者と協議を行うことができた。また、通級による指導が設置されていない学校において、特色のある教育課程を編成している学校や、管理職のリーダーシップにより特別支援教育を推進している学校等を訪問することができた。以上から、本研究の基盤となる考え方の整理ができた。今後、これまで実施できなかった自治体の担当者や、中学校の通級担当者、大学の障害学生支援担当者、国の協力者会議の参加者等との協議を通して、研究内容の充実を図りたい。さらに、リーフレットや学会での研究成果の普及に向けた準備を進めたい。
