项目摘要

本研究は、路外駐車場の整備が推進されてきた結果として駐車需要に対して駐車容量に余剰が生じ始めているなかで、今後人口が減少していく際に必要となる駐車場の隔地設置や集約に関するための方法論を確立することを目的としている。現在まで、駐車場の選択行動モデルの構築を行い、このモデルを用いて駐車場の適正配置のための駐車場集約化を検討している。駐車場の集約化については、国土交通省が示している駐車場立地適正化のためのイメージを参考に、駅付近にある駐車場を移動させるシナリオ、まちの中心街にある駐車場を外周部に位置する駐車場に集約するシナリオ、まちの中心街にある駐車場を残しつつ複数の駐車場を組合せて集約するシナリオ、地区内をブロックに分割してブロック毎に駐車場を集約するシナリオの４つパターンのシナリオを作成し、駐車場の適正配置のための駐車施設集約化の検討を行った。その結果、シナリオ毎に集約が可能なものと、集約が困難なものがあることが判明した。そこで、集約が困難なシナリオについては、駐車場料金の設定を変化させることで、駐車場の平準化を促すための検討を進めている。具体的には、全ての駐車場の料金を均一化した場合に加えて、余剰が発生している駐車場の料金を減額にするケースと駐車需要が集中する駐車施設の料金を増額するケースなど、いくつかの料金設定のシナリオを作成して検討を進めている。以上の内容に加えて、現在、東京都内で進められている附置義務駐車施設の地域ルールに関する検討も合わせて行っている。こちらの分析では、附置義務駐車施設の減免と隔地を導入した場合に駐車施設の集約がどのように進むのかについての検討も行っていく予定である。
