児童養護グループホームにおける既存住宅の活用手法に関する研究

项目摘要

障害者福祉および児童福祉における居住型の施設を考えると、ノーマライゼーションの進展や入所者のケアの個別性確保等を背景に、一般家庭に近い生活経験を得やすい「グループホーム」の重要度がますます高まっている。しかしグループホームの開設にあたっては、建築物の確保の困難さがグループホーム設置の障壁の一つと指摘されてきている。一方で、住宅ストックの利活用が社会的な課題となっている現在、既存住宅の転用という視点からグループホームの建物確保を検討することが求められている。そこで22年度は、既存住宅のグループホーム転用における建築行政手続きに関し、先駆自治達に関する二次調査を行った。また、グループ転用の先駆事例における家族確保・活用に関するケーススタディを行った。結果を以下にまとめる。・既存住宅のグループホーム転用後も基準法上住宅として扱う独自基準を設ける自治体への調査からは、障害者用および児童用グループホーム（地域小規模児童養護施設、自立援助ホーム、里親ファミリーホーム）に関する法的に明確な位置づけがないこと、事業者（里親、児童養護施設）からの要望、措置児童の増加によるグループ運用の必要性を加味し、自治体判断による運用が行われていることが把握された。また平成28年の児童福祉法の改正において、社会的養護に家庭と同様の環境における養育の推進が法律に明文化されたこと、更には児童用グループの推進のため賃貸住宅の活用事例が増加していることも、住宅として扱うことに影響したことが把握された。・グループ転用の先駆事例調査を通じ、グループホーム事業に対する公的な家賃補助制度や民間の補助事業の充実、社会福祉事業への支援に対する家主および不動産業者の関心の高まり、事業者の地縁を通じた支援、の三点が既存住宅の確保・活用の背景にあることが捉えられた。

In the 28 years since the founding of the People's Republic of China, the Children's Welfare Law has been revised, the family and the environment have been preserved, the law has been clarified, and the children's housing has been promoted. The investigation of the prior cases of the use of the housing industry, the public housing subsidy system, the full implementation of the private subsidy business, the support of the social welfare business, the high level of concern for the real estate industry, the communication support for the land of the business industry, and the background for the protection and utilization of existing housing are all discussed.
