2022年度は、コロナ禍の影響で海外渡航が困難だったため、当該年度に予定していた海外調査の前段階として、文献・統計資料の収集と分析を行った。対象はイングランドの看護補助者資格であるNursing Associate（以下NA）である。結果の概略は以下のとおり。NAは2017年、深刻化する看護師不足への対策の切り札として、イングランドで新たに開始された、“補助者と看護師の中間のような資格”である。NA養成教育とそれに続く看護学教育のプロセスは、看護補助者の能力の段階に応じた養成研修を考える上で参考になると考えたからである。NAの研修プログラムは、通常2年間で、研修生は少なくとも2,300時間のプログラム時間を修了する必要がある。これは看護師の資格取得に必要な時間の半分に相当する。研修生は、さまざまな環境と状況で働き、さまざまな年齢層の患者に対してできるだけ多くの経験を積まなければならない。プログラムは理論と実践の学習バランスが均等になるように考慮されている。研修生は、勤務先＜以外の＞場所で、少なくとも2回の実質的な実習（合計675時間）を終えなければならない。NA訓練を受けるためには、訓練生は介護資格の前提として定められた15の基準を満たす必要がある。英語と数学の「レベル2」（注・中学卒業レベル）の資格を未所持の場合は、プログラム終了前または終了後にこれを取得する必要がある。イングランド保健教育省および教育機関は、これを支援している。訓練と教育の要件は、政府期間であるNursing&Midwifery Councilが定めるNAプログラムの基準で規定されている。こうしたNAの制度枠組みは、補助者から看護師へとケア従事者としての段階を明確にした直線型の教育コースである。日本では補助者を看護師へという構想は無いが、ケアの能力段階を明確にする上でNAの制度は大変示唆深い。
