项目摘要

今年度の３月に渡仏し、およそ３週間にわたりニーム市に所在するガール県文書館での史料調査を実施することができた。それにより、ナポレオン時代の選挙に関する史料と、フランス革命期の地方行政に関わる史料のうち、総裁政府期の県行政に関する史料と小郡行政当局の議事録を網羅的に収集することができた。とくにガール県文書館には、総裁政府期の小郡行政当局の議事録が多数保存されていることが判明し、今後の研究の進展の可能性を感じさせるものであった。また、フランス現地での史料収集が可能になるまでの間に、ナポレオン時代の地方行政制度を創設した共和暦８年プリュヴィオーズ28日法の制定プロセスに関する研究を行った。従来、フランス地方行政の中央集権化を実現した同法の制定は、ナポレオンの独裁志向から説明されてきたが、実際に同法の制定を推し進めたのは、ブリュメール派と呼ばれる革命家たちであった。そこで、ブリュメール派が革命の終盤にいかなる思惑で同法を制定するに至ったかを明らかにするために、議会議事録を用いて、同法案の審議過程を検討した。その結果、ポスト革命期の政治エリートたちは、旧体制期から革命期にかけての地方行政システムに対する共通の歴史認識を持っており、とりわけ人民の選挙で選ばれた多数の行政官からなる討議団体としての地方行政が革命期に法の執行をしばしば阻害したこと、そして地方行政が政治クラブや民衆などの外部圧力に屈する場合が多々みられたことを問題視していたことが明らかとなった。これらの問題を解決するために、ブリュメール派においては、地方行政における執行の単一性と地方行政の明確な役割分担の必要について広い合意が形成されたのである。以上の研究成果は、「共和暦８年プリュヴィオーズ28日法からみるブリュメール派の統治理念」『史学研究』315号、2023年9月に掲載予定である。
