本研究では、地域単位の政策を意味する「地域に基づく政策」を因果推論や計量経済分析によって評価し、証拠に基づく政策立案（EBPM）に資する実証研究とモデリングを行うことを目的とする。戦後における代表的な立地規制政策の一つである「工業(場)等制限法」は、大都市部の特定地域に指定されていたことから、「地域に基づく政策」として研究開始時に最も注目していたところである。2021年度より、政府統計である「工業統計」のマイクロデータを整備中であり、「制限法」の解除時点を利用して「工業(場)等制限法」の影響を検証する実証論文を執筆中である。以上が１点目の研究である。一方、大都市部周辺において、住宅と中小工場とが密集している「住工混在問題」は、「工業(場)等制限法」とも関係する一面がある。工場から空き地への土地利用変更という事象に着目し、その要因を「住工混在」、土地利用規制である「用途地域」および「工場集積の度合い」に見出し、政府統計のマイクロデータを利用して回帰分析を実行した。回帰分析においては「工業(場)等制限法」に関連する操作変数を用いている。以上が２点目の研究であり、若干の修正を加えた上で論文が完成する。他方、研究開始時点以降に発動された注目すべき「地域に基づく政策」として、コロナ感染の都道府県別の状況に応じ政府により発令された「緊急事態宣言」を取り上げることができる。公表されているマクロデータを用いて計量経済分析を実施することで、EBPMに資するべく、「緊急事態宣言」や「感染者数」、「ワクチン接種率」といった情報に反応し、人々はどれほど外出を抑制（あるいは抑制を解除）したのかを評価した。論文はプレプリント・サーバーに掲載中である。以上が３点目の研究である。なお、2021年度より、大阪府商工労働部商工労働総務課・客員研究員、Luong Anh Dung氏を研究協力者と位置付けている。
