项目摘要

近年、電力が与える経済効果の分析は蓄積されてきたが、その結論は対象調査地域や分析手法によって異なるものであった。これは地域による特性の違いなのか、電力の品質（安定性、電圧、価格）による違いなのかを区別することができなかった。本研究では、比較的安価で安定供給される隣国からの「輸入電力」に着目し、農村電化が途上国の非農業化にどの程度貢献したのかについて定量的に分析することを試みる。分析対象は、ほぼ同年代に輸入電力が配電された同州内の二地域である。電力アクセスの指標について配電ライセンスに基づく「配電エリアマップ」と「地理情報システム（GIS）」「人口センサスデータ」を組み合わせて、各農村が物理的に配電可能な地域内か地域外かを特定した点が新しい。農業部門と非農業部門の就労率変化について定量分析を行ったところ、電化された二地域で大きな差異があることを確認した。Ａ地域では、非農業部門の就業率が大幅に向上しただけでなく、その周辺の未電化地域にも効果が波及していることが明らかになった。電化による雇用拡大によって、電力にアクセスできない地域の就労行動にも影響を与えたと言える。一方のＢ地域では、ほぼ同時期に電化が行われたのにも関わらず、非農業部門の就業率は向上しなかった。家計の電力使用率は大幅に向上していることから、各家計に電力は接続されているのにも関わらず、就業行動に変化が起きなかった。品質と価格が等しい電力であっても、配電地域の特性によって効果に差異が生じることが明らかになった。また電化の効果は、未電化地域にも波及する可能性が示唆された。この結果から、途上国における全国規模の電力投資は必ずしも経済効果をもたらすとは言えないことが示されている。
