项目摘要

本研究は「政策効果の異質性」に関する実証的検証を第一の目的としている。開発途上国では、ランダム化実験によって多数の開発プログラムの政策効果を実証する論文が発表されている。しかしながら、政策効果の推定では異質性があることが明らかとなってきた。本研究では1990年代以降に、複数の開発途上国において初等教育の授業料を無償化する政策が実施された経緯から、開発途上国における初等教育の無償化政策の政策効果に焦点をあてた。2022年度は3年目となるが「ケニア共和国」を事例とし「政策効果の異質性」をテーマに2本の論文を執筆した。1本目は、すでに海外査読付き雑誌に論文の投稿を行っている。本論文の主テーマは、ケニア共和国における「初等教育の有償化」を事例にして「無償化」と対称的な政策効果が見られたかどうかを検証した。結果、教育投資が減少したことを確認した。2本目の論文は、家計内での男性と女性の教育年数が彼らの子どもへの教育投資に与えた影響を分析した。本論文では、家計内で女性の教育年数は「子どもの無就学」の確率を有意に下げることを確認したが、男性の教育年数には有意性を認めなかった。さらに、「子どもの無就学」の確率については、子どもが初等教育無償化に直面した後と直面する前では、親の教育年数の影響の大きさには違いが生じている。初等教育無償化後においては「子どもの無就学」確率に対する親の教育年数の影響は僅かであったが、無償化以前においては親の教育年数の影響は大きいことが分かった。この一因としては、初等教育の無償化によって、親の教育年数による所得効果の影響が減じていることを察することができた。

This study aims to demonstrate the heterogeneity of policy effects. In the process of development, the paper presents the results of policy implementation of most development projects. The policy effect is presumed to be heterogeneous. This study focuses on the policy effects of the free primary education policy in China since the 1990s. The influence of the number of years of education on parents after primary education is free and the influence of years of education on parents before primary education is free The reason for this is that primary education is free, and the number of years of education is reduced.
