项目摘要

本研究の研究目的は「モニタリングが機能する条件を調べ、開発途上国の公共サービスの質の改善に政策的な示唆を得ること」を目指した。これまでに中心的なテーマとして以下の2研究を行ってきた。研究１）として援助プログラムの援助効果（副題：利他的プロジェクト実施者が援助プログラムを実施する場合の効果）である。本研究は、援助実施者の利他性に着目をした。カンボジアの収穫後農業技術のプロジェクトにおいて、援助実施者が利他的であれば援助のプロジェクト参加確率や参加回数が高まることを実証した。具体的には、援助プログラムに従事する人々が無償で従事している背景から、彼らの利他性を効用関数に含めたモデルをもとに実証分析を行った。プログラム実施者が利他的であれば、無償にも関わらず労働供給は高まる、と想定さたからだ。結果、利他的な従事者ほど、彼らのパフォーマンス指標の一つであるプログラム受益者の参加回数や確率を統計的に有意に上げることが分かった。また研究２）として公立小学校の教員雇用形態と子どもの学力（副題：地元比率が子どもの学力に与える効果）である。本研究は、政府雇用教員と地元雇用教員の比率が学力に与える影響を推計した。既存研究では、政府雇用教員に比較して地元雇用教員のパフォーマンスが高いという実験結果が存在する。その理由は一様ではないが、モニタリングによって観察されたパフォーマンスに基づき、給料を受け取る地元雇用教員は、彼らの努力水準が政府教員よりも高くなることが想定される。結果、全教員に占める地元雇用教員の割合が高くなれば、学力は高まることがわかった。研究成果としては、次を出すことができた。１）についてはすでにJournal of Development Studiesに掲載されている。２）については2016年5月に大阪大学経済学研究科のDiscussion Paperとして公開した。

The purpose of this study is to adjust the functional conditions and develop the policy of improving the quality of public services in China. The following two studies were conducted. Study 1) Effect of Aid Program (subtitle: Effect of Aid Program on Altruistic Program) This study focuses on the altruism of aid providers. It is demonstrated that the number of participants in agricultural technology after acquisition is high, and the number of participants in agricultural technology is high. The specific, assistance, background, and altruistic aspects of the project include the analysis of the evidence. For example, if you want to make a decision, you can make a decision. The results show that altruistic participants are more likely to participate in the survey than others. 2) The employment pattern of teachers in public primary schools and their academic ability (subtitle: geo-element ratio and academic ability) This study estimates the ratio of teachers employed by government and teachers employed by local government. Existing studies show that there are differences in the number of teachers employed by the government and the number of teachers employed by the government. The reason for this is that the government employs teachers and their efforts are high. As a result, the total number of teachers is high, and the academic ability is high. The results of the research are as follows: 1) Published in Journal of Development Studies. 2) The Discussion Paper of Osaka University Graduate School of Economics was published in May 2016.
