项目摘要

本研究の目的は、気象災害に伴い機能不全に陥った地域における放課後児童クラブの被災状況と「災害発生時の対応」、「一時的な保育機能の復旧」から「学童保育所の再開」のプロセスについて時系列に沿って明らかにすることである。具体的には、自身も当事者として経験した「平成30年7月豪雨」において、被害の大きかった岡山県と広島県の被災地域を対象として、「放課後児童クラブにおける被災状況と「災害発生時の対応」の解明」や「自治体担当課や専門団体による被災した放課後児童クラブへの支援実態の解明」を行ってきた。2022年度は、「「一時的な保育機能の復旧」から「学童保育所の再開」のプロセスの解明」を目指し、岡山県倉敷市おける放課後児童クラブの一時的な機能復旧・再開に関わった支援者、支援団体に対してヒアリング調査を行った。具体的には、豪雨被害後すぐ（2018年7月12日）に、倉敷市の学保育所と公民館を利用して実施された「まびひょっこりおもしろおたからクラブ」にの運営と実践に関わった指導員や保護者へのヒアリングを通して、時系列に沿った復旧のプロセスを明らかにした。この支援については、すでに当事者による報告（若井2018）が存在するものの、そこでは描かれていない計画的偶発性の側面やブリコラージュ的な支援の構造が新たに明らかになった。一時的な機能復旧を目指した支援のあり様は、多様な当事者の関わりによって偶発的に創出されていたものであった。また、個人による記録のみでは支援を成り立たせていた多様な関係者の配慮や葛藤への対応などが読み取れず、災害時の学童保育支援の実態を理解する上では十分ではなく、多角的な記録をいかに残していくかという課題があることが明らかになった。
