项目摘要

出稼ぎ労働者の送金は家計レベルでの貧困緩和に効果的だという実証結果が多く出されている。その一方、送金額はその受け取る家計の資産や所得と正の相関にあることも検証されている。それは、送金行動が将来の資産相続への期待もしくは、養育・教育費や出稼ぎの初期費用への返済といった動機によって行われるからだ、と言われている。しかし、途上国の農村地域においては、女性に相続権が与えられず、しかも養育・教育費や出稼ぎの初期費用も低いことが一般的に観察されるため、送金に関する上記の相続動機、交換動機が決定的な要因にならないことが予想される。本研究はミャンマー北部にある貧困地域調査、7つの村で収集したデータに基づき、相続権のない出稼ぎ女性の送金決定要因について検討した。その結果、貧困家計の出稼ぎ女性は非貧困家計のそれより送金が少ない傾向にあることが明らかとなった。その理由として、貧困家計の出稼ぎ女性は、親に経済条件の良い結婚相手を手配してもらえることが期待できず、自ら将来の結婚相手を確保する傾向にあり、「婚活的」活動により多くの投資を行っていることが挙げられる。なお、送金の貧困緩和効果についての考察は、研究対象（貧困層）を特定したうえで、実際に受け取った送金額に即して行なった。本年度の実証結果が示しているように、貧困家計ほどより少ない送金額しか受け取っておらず、送金による生活水準の向上といった貧困緩和効果は限定的であると言わざるを得ない。また、送金決定を消費・個人貯蓄の意思決定プロセスに組み込んで検証した結果、送金額は過剰消費の程度にも依存する、ということも明らかとなった。さらに、本研究は、未婚女性の送金決定は彼女らの直面している結婚市場によって大きく左右される可能性があり、送金と結婚との内在的関係性が示唆されている。以上の研究成果は受け入れ研究者と論文を共著し、国際学術誌に投稿している。
