今日、金融業は、情報通信技術の急速な進歩によって、「フィンテック（Fintech）」と呼ばれる新しい金融サービスが次々と登場するなど、100年に一度の大きな変革期を迎えている。そうしたなか、金融論やその関連の分野において、これまでとは全く異なる新しい枠組みで金融機関の機能や規制のあり方を分析する必要性が高くなっている。そこで本研究では、（１）フィンテックの登場による金融の新しい機能とリスク、（２）フィンテックの拡大に伴った新しい金融システムの制度設計、の２つのテーマに焦点を当てた理論的・実証的分析を行う経済学の研究グループを形成すると同時に、他分野の研究者、政策当局者、実務家とも意見交換を行うことを通じてその政策的インプリケーションを導出した。分析ではまず、分散型ネットワークを形成する仕組みを考察し、ブロックチェーンが既存の決済システムにいかなるインパクトを与えるかを、貨幣のサーチ理論やネットワークの経済学という観点から分析した。また、その結果をもとに、フィンテックの拡大に伴った望ましい金融システムの制度設計とはどのようなものかを、メカニズム・デザインの観点から分析を展開すると同時に、金融機関のリスク管理およびその影響を従来とは全く異なる視点から考察した。とくに、フィンテックが拡大するなかで、銀行を中心とした従来の金融制度をどのように再構築すべきかを考察し、機会の均等という観点から、同一機能・同一サービスを提供する業者間での規制の平等も重要であることを明らかにした。
