RFCDC (Reference Framework of Competences for Democratic Culture: 民主的文化のために必要な能力の参照枠)という新しい枠組みと付属するポートフォリオが、欧州評議会によって2018年に開発され、2019年からヨーロッパ各地の様々な教育段階で使用されている。これは複言語・複文化的アプローチによる異文化間能力（Intercultural Competence）養成をさらに発展させて、言語・文化の指導を通じて「民主主義に基づくグローバル市民教育」を目指すものである。本研究では、ヨーロッパの実践結果を分析しつつ、この枠組みを日本の外国語教育とコミュニケーション関連科目の中で試行・検証し、日本に合う指標を教育目的・科目群別に選択・収斂して、Can-doリスト型教育目標を構築し、それに基づく様々な教育モデル・評価方法を十分な検証を経て提唱・公開する。今年度の実績は以下である。1.専門家、教員、学生に対して前年度に行った調査の詳細分析を基に、「民主的グローバル市民教育」の教育段階別指標（試行版）を作成。2.様々なタイプの授業（一般外国語科目：主に英語、専門英語科目、言語学関連科目、異文化理解科目など）に対して、試行版の指標を基に指導案を作り、各科目数クラス（計２１クラス）において実証実験を行った。指導した教員を集めて、授業観察と学生アンケートを基に改良点を議論し、指標と授業案を修正・改善した。3.実証実験の結果を総合的に分析し、全ての授業の指標とすべき中心的項目と、各科目群に適合する周辺的項目を分けて、完成した枠組みと指標（教育目標）を学校や教師が目的に応じて取捨選択できるような複線的な形式にまとめた。4.11月12日に大妻中野グローバルセンターにおいて、「グローバル人材育成シンポジウム」を開催し、これまでの成果を発表した。

RFCDC (Reference Framework of Competitions for Democratic Culture: Reference Framework for Necessary Competencies), European Senate, 2018 and 2019. The goal of developing intercultural competence through language and cultural guidance is to provide guidance on the development of Intercultural competence in the context of multi-language and multicultural education. This study analyzes the practical results of foreign language education in Japan, tests and verifies the relevant subjects in Japanese foreign language education, selects and collects subjects in Japanese foreign language education, constructs the educational goals of Japanese foreign language education, and evaluates the methods of Japanese foreign language education. This year's performance is below. 1. Based on the detailed analysis of previous year's survey of families, teachers, and students, the educational stage indicators for "democratic civic education"(trial version) were created. 2. The number of courses (general foreign language subjects: English, English subjects, linguistics related subjects, and intercultural understanding subjects) for the pilot version of the index, the number of courses for each subject (total 21 courses), and the number of courses for each subject. The teacher collects, the teaching inspects, the student receives, the improvement point, the target, the teaching plan revises, improves. 3. The analysis of the results of the implementation, the indicators of the whole teaching, the items of the center, the items of the appropriate period for each subject group, the indicators of the completion group (educational purpose), the school and the teacher's objectives, the selection of the multiple lines, and the form of the multiple lines. 4.11 On February 12, 2011, the company launched a campaign to promote the development of talent in the field, and the results were announced.
