项目摘要

本研究の対象である日本の難民政策は、2021年から、国際情勢並びに法務省・入管庁における改革を受けて、大きな変化を見せ始めた。その中で、研究協力者であるオックスフォード大学のAlexander BettsとPaul Collierによるレフげの翻訳作業は、共同研究者である山田満教授や杉木明子教授の参加を得て順調に進み、第２校まで完了した。本書は明石書店から２０２３年出版予定であるが、本研究の主たる主張である庇護と負担分担による「総合的難民政策」と軌を一にするものであり、出版後は大学などを中心に様々な形で活用されると思われる。１０月のジュネーブ出張では、日本による財政的貢献についての資料をアーカイブズから入手して２０２３年度に予定しているUNHCR Financial Governance(II)の論文の準備をした。また、日本の財政的貢献について幹部と意見交換をしたほか、NHCR執行委員会、国連人権委員会対日審査を傍聴し、国際機関からの対日評価を確認した。ジュネーブ出張のフォローアップとして、ミャンマーー、アフガニスタン、ウクライナからの難民・避難民の積極的な受入れや、改正入管法に含まれる「補完的保護」の創設、入管庁による「難民認定ガイドライン」の策定など、日本の難民政策が大きく変わっていること及びその背景、さらに今後の対応についてUNHCR 国際保護局、バンコクのアジア局、駐日事務所幹部と意見交換をし、UNHCRの対日・対法務省方針に変化をもたらした。　最近では笹川財団USAの求めに応じ、ワシントンの政府関係者にオンラインで応援をするなど、全体として、政策研究である本研究は政府やメディアの関心を引き、社会貢献につながった。

This study focuses on Japan's refugee policy, the international situation, and the reform of the Ministry of Justice's entry management system. The research collaborators, Alexander Betts and Paul Collier of the University, participated in the translation work, and the co-investigators, Professor Yukio Yamada and Professor Akiko Cunninghamia, participated in the process of advancement. The second university was completed. This book is scheduled to be published by Akashi Bookstore in 2023. The main idea of this study is to share the burden of asylum. The "Integrated Refugee Policy" is a track. After publication, it will be used in the form of university centers.
