途上国は多くの問題を抱えているが、その1つに、行政能力の低さがある。しかし、政府や公務員についての実証研究は限られており、行政の非効率さの原因はよくわかっていない。開発経済学では家計に関して、1970年代からの家計調査に基づく研究の蓄積がある。また、企業センサス、入札データ、貿易統計などのデータの利用可能性の拡大に伴い、企業に関する研究も蓄積されつつある。家計や企業と比較して、政府や公務員に関する実証研究は新しい。本研究では、途上国における行政機関の非効率さの原因について、実証的な探求を試みる。その際に、行政機関の組織としての管理運営能力に着目する。これは、広義のマネジメント能力とも言い換えられる。企業研究においては、組織としての能力が生産性を大きく左右することが明らかとなってきた。そこで、タンザニアの政府機関と協働して、公共サービス機関に日本式カイゼンを導入することで、その組織的な能力の構築を試みる。途上国の役所・学校・病院等では、書類や名簿が整理されていない、必要な情報伝達が行われていないといった、初歩的な組織の問題が蔓延し、業務の効率性がそがれている。日本式カイゼンは、参加型で継続的な組織能力の向上を特徴とし、日本の産業発展に貢献し、行政機関でも広く採用されてきた。社会実験の設計でこれを、タンザニアの公共サービス機関に導入する。機関への監査、職員と利用者への聞き取り調査により、カイゼン導入が業務効率や職場環境、ひいては、利用者の満足度にあたえる影響を、統計的に分析する。
