本研究の目的は、比較教育学の知見を活かして「教育の輸出」現象の全容を分析し、構造的な問題を明らかにすることである。2008年の世界的な財政危機(リーマンショック)を契機に、世界中で「教育の輸出」が始まっているが、その実態や全容は解明されていない。本研究では、比較教育学の蓄積を背景に、経済取引による政策移転の実態を解明することを目的とする。5年間の研究期間で①世界的な市場規模を推計し、②国際的な資本移動の動向を分析することで「教育の輸出」現象の全体像を把握し、③構造的な問題を明らかにする。これにより、経済取引による政策移転を的確に説明する理論を立てること目指している。5年計画の2年度である2022年度は、イギリスとフィンランドの各政府から教育の輸出の市場規模データが公表されたことにより、世界的な市場規模の推計に必要な方法論の模索に新たな知見が得られた。特にイギリスでは、推計に用いるデータセットを公開し、その信頼性などの評価も具体的に記している。加えて、これまでの推計データの問題点も指摘されていて、非常に有用なレポートとなっている。本課題でも、イギリスのデータセットを参考に、日本および国策として教育の輸出を進めるアクターの推計を試みた。これにより、本研究の目的の①世界的な市場規模の推計についてはめざましい進展が見られた。また、経済取引による政策移転を的確に説明する理論を立てるという目標に対して、reference societyという新たなタームを導入することで、これまでの議論の齟齬がある程度解消されるという見通しが持てた。
