本研究は公営塾の全国的な実態を調査し、効果と課題を明らかにすることを目的とする。公営塾は新しい現象で、公と私の関係性を問い直す重要な研究対象である。本研究は、急増する公営塾の全国的な実態を初めて明らかにする研究だが、それを越えた3つの意義と可能性がある。ひとつは、公教育の問い直しという点である。日本では、どこに住んでいても標準化された教育が受けられるという、高度な公教育制度を作り上げてきた。しかし、労働市場のグローバル化が進み、ローカルな課題が多様化する中で、公教育の役割が変化している。地域課題を背負う公教育の分析を通して、公教育の目的・カリキュラム・制度を問い直す視座が提供できる。また、公私境界の揺らぎは世界的な潮流で、新型コロナウイルス感染拡大の影響で加速することが予測される。本研究は、学術の趨勢に見ても課題先進的であることから、国際的な議論に貢献できる。さらに、「社会問題の教育化」という視点から分析することで、現代社会で教育が担う期待を浮き彫りにできる。「教育化」は自律や解放よりも、依存や幼児化を生み出すと指摘されるが、公営塾を通じて、教育化される社会の帰結を批判的に分析する。3年計画の2年度である2022年度は、昨年度に回収したアンケート調査の結果の整理と分析を進めた。これは、全国の市町村及び特別区(計1773自治体)にウェブアンケートフォームを用いて公営塾の有無を尋ねたものである。分析を進める中で、公営塾の定義に揺らぎがあることから、データクリーニングの必要性が明らかになり、慎重に作業を進めた。この結果、全国の公営塾の設置数の全体像が把握できるようになり、第2回調査に向けた課題と対策を明らかにすることができた。
