本年度は、マーシャル諸島の人々の現在の生活と比較して、考えられる代替案のメリットとデメリットを明らかにすることを目的として、可能な限りの価値判断を用い、最も妥当性の高い選択肢を特定することを試みた。すなわち、先進国への移住、他の島嶼国への移住、土地の埋め立て、浮体式プラットフォームの開発である。これらのパフォーマンスを評価するために、それぞれの代替案がもたらすことが予想される社会的条件を表す16の基準を選択した。文献調査、米国アーカンソー州、ハワイ州、オレゴン州のマーシャル系移民の生活に関する研究者へのインタビュー、マーシャル系移民の母国および米国での行動に関する知見者へのインタビューにより、基準ごとの各案件のパフォーマンスを階層分析法で評価した。その結果、「先進国への移住」という選択肢が最も優れており、次いで「浮遊地開発」、「土地の開墾・育成」、「他の島国への移住」の順となった。「先進国への移住」は移民に最も大きな変化をもたらし、「土地の埋め立て」の選択肢は最も小さな変化であることがわかった。さらに、Analytic Hierarchy Processを用いて、4つの選択肢を統合的に評価する実験を行っても、「先進国への移住」という選択肢が、検討した3つのケースすべてで最も高いポイントを獲得した。気候変動による移住者が突然現れるわけではなく、気候変動はゆっくりと進行するものだからである。マーシャル諸島は、将来的な移住に備えるために、利用可能なリードタイムを賢く活用する必要がある。さらに、米国の研究協力者と検討を行い、ワークショップを米国内でマーシャル人が最多の州であるハワイで行うこととし、あわせて、ハワイ在住のマーシャル人に対するヒアリングを実施した。
