项目摘要

研究計画の2年度目に当たった2022年度は、コロナ禍後の正常化過程の進展にそって現地調査の実施を順次計画し実施するとともに、前年度に引き続き研究計画の第一段階の課題である、担当国の情勢分析を中心とする分析を進めた。現地調査を実施できたことで、各国の動向と動態についての分析は、現地調査ができなかったことから生じた初年度の調査分析の不足分を補って余りある内容となった。現地調査には、勤務先の都合で出張が叶わなかった千代を除く5人のメンバーが赴くことができた。メンバーによる研究会は3回に分けてzoomにより実施し（6月、11月、1月）、各メンバーが担当国の現状と動向、またそれを作り出す動態について分析し、さらに、今後の調査研究の課題を出し合った。その過程をつうじて情報と認識の共有化を前年度に続いて図った。経済回復の遅れや一般治安の悪化などから国民の間に不満が蓄積し、安定的だったアルゼンチンを含め政党政治が不安定化していることが確認された。研究会と並行して、不安定化が著しいペルーに関するzoomセミナーを6月と1月に開催し、実務関係者や海外在住の研究者の参加も得た。また、一般社団法人ラテンアメリカ協会と協力してラテン・アメリカ政経学会の年次大会における企画セッションを計画し、11月に実施し、メンバーから舛方、千代、村上の3名が報告した。さらに、その成果を同協会が発行する『ラテンアメリカ時報』に特集として掲載した。
