项目摘要

本科研費の3年目に当たる本年度は、請願者を対象とした郵便アンケート調査（「議会請願の実効性評価と政治過程に関する調査」）を学内の倫理審査委員会の承認を受けた上で実施した。調査データを用いた第一の分析として、請願の実効性に関する分析を国際共同研究で進め、その結果をContentious Politics Workshopと学内の駒場比較政治研究会で報告した。議会による請願の採択は、その後の処理について法的な拘束力を持たないものの、実際には採決によってそれ以降の処理の程度が有意に変化することを確認した。近年、自治体議会の請願が政策提案として位置付けられる中、政策過程における請願の潜在的重要性がうかがえる結果だと言える。第二に、審議前から採決結果を予測しやすいという請願の政治過程における特徴を導出するとともに、採択が見込まれない請願が提出される理由について探った。請願の効果及び意義に関する記述式回答を内容分析することで、実際の使用者によって生まれている現代日本の議会請願制度の道具的価値を包括的に捉えようと試みた。さらに、県議に対するインタビュー調査と地方議員のウェブサイトの閲覧によって請願をめぐる会派内外の慣習的なルールを調査する必要があると判断し、都道府県議会における各会派向けの調査を企画、倫理委員会の審査を受けた。調査結果を踏まえたさらなる分析は東京大学現代日本研究センターと近代現代日本政治研究フォーラムなどで報告することを予定しており、請願制度の直接的または間接的な効果及び関係アクターの行動様式を総体的に捉えられることが期待される。
