项目摘要

農業は、倒産を回避する政策手段が、その是非を問う必要は別途あるものの、比較的整備されている。しかし、我が国における農業経営が大規模化・企業化していく過程では、倒産・破たん・廃業も増加すると考えられる。農業経営研究もこれらの事象を網羅的に把握し、倒産に至る過程、倒産の理由、倒産後の対応を整理し、倒産リスクの低減や倒産後の速やかな経営資源継承の方策を提示する必要がある。また、事業継承は、「経営成長→経営継承」パターンとは別に、「経営不振・後継者不在→（倒産・廃業）→再生・継承」パターンも想定する必要がある。そこで本研究では、これらの事象への接近方法として、①信用調査情報からの接近、②事例分析からの接近、を試みるとともに、③倒産処理・事業再生手法からの接近を図った。また、倒産処理や事業再生を図る際に不可欠な存在である金融機関の視点、さらには企業による農業参入・撤退の当事者の視点からのコメントを付加し、農業経営の倒産・再生・継承研究の今後を展望した。その成果は、令和4年度日本農業経営学会大会にて分科会「農業経営の倒産・再生・継承研究の現段階」として取りまとめた。報告の概要は以下に示すとおりである。・報告１：森佳子（島根大学）「倒産農業法人の財務特性と金融機関との取引関係」・報告２：内山智裕（東京農業大学）「事例分析からの接近：倒産・継承事例の整理」・報告３：山崎政行（山崎農業経済研究所）「破綻処理・事業再生手法からの接近：資金提供者の視点から」・コメント：犬田剛氏（日本政策金融公庫）および羽月政裕氏（カゴメ株式会社／加太菜園株式会社）
