项目摘要

本研究では，紛争を解決するための取り決めをする際に，いかなるプロセスを用いれば当事者たちが合意に達しやすくなるのかを，メカニズムデザイン理論の観点から分析している．特に，相反する紛争当事者たちの好み（選好）を反映して意思集約を行うために，（１）紛争当事者たちから真の選好に関する情報を申告してもらい，（２）その情報をもとに効率的かつ公平な決定を行うことを目的とする制度の設計を考えてきた．これら二つの目的を達成するため，昨年度までの研究では，（１）と（２）について個別に分析を行なってきた．具体的には，2019-2020年度の研究で，人々にとって正直な選好を申告することが最も特になる（耐戦略的な）制度を新たに設計することで，（１）の目的が状況によっては達成可能なことを示した．また，2021年度の研究では，金銭移転が認められない環境（Arrow 1951）における意思集約の公平性を考えることで，（２）の目的を達成するための下準備を行なった．一方で，本年度の研究では，過去の研究成果を踏まえ，（１）と（２）の目的を同時に達成する制度の設計を行なった．具体的には，効率性や公平性など，本研究でこれまでに考察してきた性質を満たす制度の設計には，紛争当事者たちの選好に関する情報がどの程度パブリックである必要があるかという問いを立てた．その上で，「メカニズムのドメイン選択問題」に関する理論モデルを新たに構築することで，この問いに対して解答を与えた．本年度の研究で得た結論は，「当事者たちの選好から計算される社会的余剰に関する情報が誤差50％以内でパブリックになっているならば，複数の望ましい性質を満たすメカニズムを設計できる」というものであり，紛争解決のための制度設計に対しポジティブな示唆を与えるものとなっている．

In this study, disputes are resolved and decisions are made. The parties concerned are agreed upon and the theoretical points are analyzed. In this study, we investigate the nature of the system, the design of the system, and the selection of information about the parties to the dispute. In fact, the theoretical framework related to the "Menkan Management Interface Selection Problem" has been newly constructed, and the answers to this question are now available. This year's research concluded that "the parties involved in the selection and calculation of the remaining information related to the society within 50% of the error, the plurality of expectations, the nature of the design," the dispute resolution system design, the system design, and the system design.
