项目摘要

本研究は、仏独での移民のシティズンシップ変容、成員資格承認基準の移民への影響および受け入れ社会のシティズンシップへの影響の解明と、日本事例の研究成果の追加による移民のシティズンシップ変容の理論枠組みの構築を目的とする。具体的には、移民のシティズンシップ変容、成員資格承認基準の移民への影響、成員資格承認基準の受け入れ社会のシティズンシップへの影響の実態解明、および移民のシティズンシップ変容の理論枠組みの構築という解明課題を設定し、それに制度・紛争・言説・理論の視点から答えることで、理論の発展に貢献するとともに、政策的知見を提供することを目的とする。2022年9月にドイツ史博物館におけるシティズンシップ展を訪問、日独憲法対話の枠内で連邦首相府、連邦参議院を訪問、憲法裁判所元長官アンドレアス・フォスクーレ、憲法裁判所元判事ヨハネス・マージング（フライブルグ大学教授）、クリストフ・シェーンベルガー（ケルン大学教授）などドイツの公法学者と意見交換を行った。2023年3月に研究代表者と分担者がドイツを訪問し、海外研究協力者とともに連邦首相府、連邦行政裁判所、国籍法関連を専門とする弁護士事務所、地方移民局を訪問して国籍制度について研究代表者と分担者調査を行った。フランスについては、2023年3月に研究代表者と分担者がドイツを訪問し、海外研究協力者とともにリヨン近郊のヴォーランヴラン市役所を訪問し住区評議会担当助役・職員にヒアリング、市内の若者支援組織、若者団体にヒアリングを行った。その他、植民地からフランスに移動した者の経験について検討を行った。とりわけアルジェリアからフランスに移動したアルジェリア人や引揚者が持つ記憶がどのように政策に反映されているのかを考察した。以上のような研究活動と昨年度までの研究の成果を、図書、論文、学会発表等で公表した。
