项目摘要

本研究の目的は、学齢期にある在留外国人の子どもの「長期間学校に行かない状況」が、どのようなメカニズムで発生し、継続、あるいは解消するのか、その様相は、異なるエスニックグループでどう違うのかを解明することにある。本研究では、学齢期にある在留外国人の子どもが「長期間学校に行かない状況」として、不就学と不登校に焦点をあてる。令和３年度は、①不就学・不登校に関する各種調査の把握、②不就学・不登校調査協力機関との連絡調整、③不就学・不登校経験対象者の確認調査、④抽出した③の対象者に対するインタビュー調査の実施を行う計画だった。このうち、①不就学・不登校に関する各種調査の把握、②不就学・不登校調査協力機関との連絡調整については、計画通り実施できた。しかし、新型コロナ感染拡大の影響を受け、令和３年10月に開始予定だった、③不就学・不登校経験対象者の確認調査、④抽出した③の対象者に対するインタビュー調査が実施できなくなった。そこで、令和３年度は、令和２年度に実施した文献調査、協力団体・学校等の検討と視察、調査実施体制の調整、パイロット調査の結果をまとめ、本調査に向けて構築した仮説を構築することに集中して取り組み、令和４年度に繰越申請をして、この期間に、本調査に向けた調整と実施を図る計画を立て直し、実施することにした。

The purpose of this study is to investigate the long-term school behavior of the children of foreign students in China during the school year. This study focuses on the "long-term school behavior status" of the children of foreigners studying in China during the period of study and not attending school. In the third year of the order,(1) assurance of various investigations related to non-attendance and non-registration,(2) coordination and adjustment of non-attendance and non-registration investigation cooperation agencies,(3) confirmation investigation of non-attendance and non-registration investigation targets,(4) implementation plan of investigation related to extraction of non-attendance and non-registration investigation targets. This includes: (1) the control of various investigations related to non-attendance and non-attendance;(2) the communication and adjustment of non-attendance and non-attendance investigation cooperation agencies; and (3) the implementation of plans. In October 2013, the Ministry of Education began to determine the impact of the new type of infection, ③ confirmation survey of non-school and non-registered target, ④ extraction of the target, and implementation of the survey. In 2003, the Ministry of Education conducted a literature survey, a collaborative organization, a school, etc., and conducted a survey on the adjustment of the implementation system and the results of the survey. In 2004, the Ministry of Education conducted a centralized survey on the application for the adjustment of the implementation plan.
