医療従事者を養成する課程では、実際の患者を対象として医療機関で行う臨地実習が必修となっており、各養成課程のカリキュラム中で重要な位置を占めており、同時に多くの時間をかけている。しかしながら、こうした実習内容の大半は、医療行為に該当し、業務独占行為であるにも拘わらず、履修者は学生で、実習時には該当する行為を行う資格を有していないという問題を含んでいる。この点に対する対応策として、医学・歯学では平成17年より臨地実習に参加する学生の学力と技術力を保証する目的で、全国の学生を対象として、共用試験実施機構が共用試験を実施しており、最終的な判断は各大学が行うのであるが、この試験である水準以上の成績を修めることが出来ない者は臨地実習を行うことが出来ないようにしている。これは、学生が所属する大学の教員の判断による単位の取得や卒業というものとは異なり、独立した機関により行われることにより、公平性を確保し、この手続きを踏むことが違法性阻却事由の一つに該当すると考えられ、厚生労働省が望ましいとの通達を出している。さらに、薬学においては平成21年より、理学療法課程では、令和2年より開始されている。他方、看護においては、臨地実習を行っているにも拘わらず未実施で、ようやく看護系大学協議会により検討が始められているが、まだ実用にはほど遠い現状である。そうした点を踏まえ、本研究は、看護学を履修している学生にとって必須となっている臨床実習に臨む際にその学力と実技能力を保証するための共用試験の実施に向け必要となる内容・システム・評価基準などを検討し、可能な限り決定することを目的として研究を継続している。なお、こうした試みは10年前に２件の科学研究費のプロジェクトにより試みられたものであるが、研究代表者の他界により中断してしまっていたものを引き継ぐものである。
