本研究の目的は、各国・各地域の経済状況を考慮した上で望ましい財政移転制度を分析することであった。この目的を達成するため最終年度は①財政競争への参加問題と財政移転制度に関する研究、②租税体系と公共支出構成に関する研究を行った。後者では、財政移転制度を分析する基礎となる理論モデルを構築している。研究①では、財政競争に参加する地域数を内生化した下で、各国が実施する財政移転制度を検証した。分析の結果、地域間の財政格差を完全に是正する財政移転を実施する場合、公共政策・地域開発政策が効率的になることが明らかになった。一般に複数の政策目標を実現するためには、複数の政策手段を必要とすることが知られている。しかしながら、研究①では一つの政策によって二つの非効率性が解決されることが示されており、独創的である。研究②では、資本流入のみならずそれに伴う雇用創出を企図する地域の政策決定を想定した理論モデルを構築し、公共部門の望ましい支出構成に関する研究を行った。公共部門の歳出面に着目した場合、政府が供給する公共支出は 2 種類に大別される。一方は効用に寄与する公共財であり、もう一方は生産に寄与する公共要素である。本研究では、政府が2種類の公共支出を供給する点に着目している。分析の結果、資本税のみ利用可能な場合、公共財は過少供給され、公共要素は過少・過剰供給されることが示された。研究②は、必ずしも公共要素から公共財への支出構成の変更が厚生を改善しないことを示した点が特徴である。本研究課題は各国共通の政策課題である財政移転制度に着目しており、本研究によって望ましい財政移転の在り方や財政ルールが明瞭に提示された。これら研究結果は学術的貢献のみならず、望ましい公共政策を実現するための政策的知見を提供している。
