現代日本の政策過程における利益団体の成功を説明するため，理論的な検討や，前年度に収集したデータの拡張とそれを用いた分析を行った．また，その内容を研究会や学会で報告した後，論文にまとめた．第一に，先行研究の整理と理論的な検討を行った．具体的には，利益団体の影響力や成功を説明する先行研究を整理し，近年の動向を把握するとともに残されている課題を確認した．この検討を踏まえ，被説明変数については前年度に設定した利益団体等の政策選好とその政策帰結によって測られる政策過程における利益団体の成功を引き続き採用することとし，ただし，政策過程のなかでも，政策を決定する段階とそれ以前の政策アジェンダを設定する段階とを区別して，各段階における利益団体の成功の説明を試みること，そして，この成功を説明するために，同じ政策選好を有する団体等による集合の特徴に着目することとした．第二に，分析用のデータを作成した．前年度に作成した，団体や企業等による規制改革に関する提案と，それに対する関係省庁からの回答の資料をもとにしたデータについて，対象とする期間を拡張してデータを収集・整理した．また，団体や企業等による提案内容のテキストを用いて，同様の政策選好を有する団体等の集合を推定したうえで，その集合の特徴など分析に必要な変数を作成した．第三に，上記のデータを使って分析を行った．また，その結果の解釈を行った．第四に，以上の内容を，日本政治学会2021年度研究大会や学内外の研究会で報告した．各発表でのコメントを受け，理論，指標の作成方法，分析手法，結果の解釈などについて繰り返し検討し，改善を図った．また，これを踏まえて研究内容を論文にまとめた．
