今年度は、研究課題と実施計画に従って次の作業を実施した。(1)教育委員会(教委)関係団体の一つである「全国都道府県教育委員会委員協議会」及び「全国都道府県教育委員会委員連絡協議会」(いずれも略称は「全教委」)が作成・発行、保有した資料(「全教委関係資料」)の体系的な整理と分析を行った。同資料は従来、その所在や内容が十分明らかにされてこなかったが、研究課題を遂行する過程において、同資料の一部が比較的まとまった形で、北海道大学と東京大学に保存されていることが判明した。戦後改革期の教委団体の動向を分析するためには、この資料についての体系的な整備を行うことがまずもって必要であると判断し、受け入れ研究機関である国立教育政策研究所のプロジェクトとタイアップしながら、両大学所蔵の「全教委関係資料」の整理と分析を行った。その成果が、藤田祐介編『全教委関係資料目録』(国立教育政策研究所、平成17年3月)である。今後は、この目録を活用しつつ、当時の主要な政策イシュー(教育委員会制度や義務教育費国庫負担法、中確法など)をめぐる教委団体の役割について実証的な解明を行う予定である。(2)昨年度に引き続き、占領期の道徳・宗教教育政策及び昭和33年の「道徳の時間」の設置をめぐる道徳・宗教関係団体の動きを検証するために、複数の機関で資料調査を実施した。特に、国立国会図書館憲政資料室所蔵の「安藤正純文書」の調査が不可欠であるとの判断から、その複写(マイクロ化)を図り、分析を行った。調査の結果、同文書の中に、「道徳六団体」の一つであり、これまでその活動のありようが十分解明されていない「道義再建運動本部」の資料が存在することが判明した。また、同文書には道徳・宗教教育に関わった安藤個人の日記も含まれているが、分量が多く時間的に制約されたため、これについての具体的分析は今後の課題として残された。

(2)In 2005, the government and religious education policy during the occupation period and the setting of "the time of the government" in 2003 were implemented, and the government and religious relations organization were examined and verified. The investigation and analysis of "Masayumi Ando Document" by the Constitutional Data Office of the National Diet Library As a result of the investigation, it was found that the data of "Moral Reconstruction Movement Headquarters" existed in the middle of the same document and the activities of "Tao De Six Organizations". Ando's personal diary contains many constraints on time and specific analysis of future issues.
