本研究は、1970年代を中心とする障害児(者)の普通学校就学を求めた全国の運動に焦点を当て、従来見落とされてきた学校の持つ多様な価値や役割、就学の意義を、運動・教育の当事者としての障害児(者)自身の主張に即して追究するとともに、インクルーシブ教育の実現を目指す今日の学校が直面している課題や問題点を、歴史的な観点から解明することを試みるものである。令和3年度においては、下記の3つの作業を行った。第一に、1982年に行われた障害児の就学先の決定をめぐる全国初の行政訴訟である「長崎訴訟」に焦点を当て、原告の主張から障害児教育が有する法制度上の課題や問題点を追究するとともに、国連障害者年の行動計画をはじめとする国際的な動向が、障害児の普通学校就学運動にいかなる影響を与えていたかを考察した。第二に、障害児の普通学校就学運動における「当事者」である障害児を中心とする子どもたちの訴えがいかにして聴き取られ、運動の中に位置づけられていたかについて、1960年代から重度知的障害児の普通学校就学を求める運動を開始した滋賀県の障害児施設「止揚学園」の事例に焦点を当て、文字や肉声による明瞭な意志表示が困難な障害児たちの「声なき声」を聴き取る中で始まったとされる運動が、いかなる思想や権利観、思想的背景に裏付けられ展開していったかを、止揚学園の職員や学校の教員たちが記録した障害児たちや養護学校義務化による強制的な転校に反対した健常児たちの主張や言動との関連の中で分析した。第三に、障害児の普通学校就学運動を背景とする統合教育の中で子どもたちの意思や主体性がいかに捉えられ実践に反映されていたかについて、普通学級における全盲児を含む教育実践を行った篠崎恵昭の教育実践に焦点を当て、6年間の実践の中で子どもたちの要求の内容や位置づけがいかに変化していったかを分析した。
