项目摘要

2022年度は、全国の市区町村教育委員会を対象として実施した「学校―地域連携の推進施策」に関する質問紙調査の分析を実施した。調査票の開発・分析の視角は、前年度までに得られた以下２点の知見である。①人口減少・過疎化を背景として、都市部と比べて地域住民と子ども・学校の関係が濃密だとされてきた農村部においても、地域住民間の関係や地域住民と子ども・学校との日常的な関わりが希薄化しており、その社会的条件も脆弱化していること。②地域住民の学校参加に関する市の施策が、地域住民の学校参加活動やそれを通じた認識形成・変容の契機となること。以上の知見を踏まえて、市区町村において、地域的要因が学校―地域関係に関する問題状況や施策課題、また施策内容に影響を及ぼしているのかを検証した。分析では、地域特性によって自治体を分類したうえで、以下の２点を明らかにした。①自治体類型間にみられる施策形成過程での課題認識（問題状況・施策課題の認識）の差異、②自治体類型間にみられる施策内容それ自体の差異や課題認識と施策内容の関係性の差異。以上の分析結果から、地域住民の学校参加制度の評価以前に、それらが導入され有効に機能する地域的条件に制約を有している自治体が一定数存在することが見出された。2022年度が本研究課題の最終年度であったが、本研究課題では、地域社会の変容下における地域住民の学校参加について、地域住民の学習を中心に置いたうえで学習を枠づける自治体施策や学習に影響する関係者の相互行為を捉える視座を得た。それにより、当事者の認識とその関係要因という視座から、地域住民の学校参加の意義を捉え直すことができた。さらに、今後の研究課題として、地域住民の学校参加が実質化するための条件の構造をさらに精緻に解明し、それに基づいて条件整備の在り方を検討する必要がある点が見出された。

In fiscal 2022, an analysis of the questionnaire survey conducted by municipal boards of education across the country on "School-Regional Cooperation Promotion Policies" was conducted. The above analysis results show that the evaluation of the school participation system for local residents has been effective in the past and the introduction of the system.
