项目摘要

本研究は全国政党が特定地域において領域内の要求を代表して行動するメカニズムの解明を対象とする。令和三年度は国内での調査や研究発表、理論の形成に時間を費やすことができた。また研究目的と対応させると令和三年度は、日本国内と英国との比較を通じて③領域内部の政党行動の理論の形成に焦点を絞った。日本国内の事例との比較という点で、特に沖縄の返還に関連した政治運動やその後の自治制度の形成などの議論から、全国政党本部との関係や改革要求と自治制度との関係を再考した。具体的には沖縄県公文書館での平良幸一ら政治家の資料の調査や、沖縄政治の研究者の方からのインタビューを行い、その政治と英国との比較について検討した。そこから1970年代の自治制度構想と1970年代の英国の各領域との議論を比較検討し、共通点相違点について考察を行った。どちらの事例においてもその地域が持つ特殊な文化や領域内の人民の主権を強調する議論が見られた。さらに中央地方間関係においてより自治の進展、本国の統治制度に対する批判性も備えていた。また相違点として復帰前後の政治構想について、沖縄では非常に多様化していたこと、プロセスに閉鎖性があったことが観察された。これに関連し、全国政党の対象地域への選好の違いや政党の関わり方の違いも重要な点であった。インタビューや研究からその後の議論の展開について自治制度の具体化などは進展していたものの、全国政党の選好、またその関わりには相違が継続した。国内事例との比較に関する意義、重要性として、全国政党の選好が各政党支部の行動の自由度や自治制度の発展に暗に関係していることがいえる。また同時にプロセスの開放性にも寄与している可能性が高いことが考えられる。これは政党システムの全国化の進展、沖縄の政治の中では本土政党との系列化のタイミングや程度が自治制度の展開に影響を与えることを示唆している可能性がある。
